I don't see the Product Attachments in the sequence of elements. 

In my configuration I only have header and footer and no option to reorder them.


Could you please add a print screen so I can understand what you mean.

If you need these documents to appear at the end of the PDF instead, you can achieve this by configuring the PDF Quote Builder and customizing the document order.
