when i have onhand quantity 10 of a product.but when i sale that product with 20 quantity and confirm it it make 20 purchase orders.i alreday set the reordering buy itself,but its not working for 17. 18 and 16 have no problem.

Since the qty match the SO qty I would suspect that the PO is triggered by a route rather than the reordering rules.
I would check 1. if MTO route is active
2. In the delivery route, if the supply method on the rule is set to 'Take from stock if unavailable trigger another rule'. You want this to be "Take from Stock'
