Peppol error when sending an invoice without a VAT amount

Question

I am setting up odoo 19 accounting for a small belgian company, which is subject to VAT, but because of it's size it falls under "Bijzondere vrijstellingsregeling" for VAT, this means that it cannot charge nor deduct VAT and has fewer VAT obligations.
The obligation to use peppol is still standing.
When I send an invoice charging VAT (using the standard VAT settings), it is accepted by peppol and sent to the customer.

I found a setting that is accepted - not sure if it is actually correct.
Select a 0% Tax (Accounting: Configuration: Taxes)  and set the Tax category Code to "Z - zero rated goods".
Correct "Label on Invoices" and "Legal Notes" as needed.
Make this the only active tax for Sales.
The sales invoice is accepted by peppol and there is no calculation of VAT.
