This behavior is usually not a bug but a side effect of how Odoo generates commission periods when the plan is first created. When the plan is initially saved with Quarterly frequency, Odoo automatically creates quarterly periods. If the frequency is later changed to Monthly, the previously generated quarterly periods may remain, which leads to date overlaps and validation errors.
A practical approach is:
Change the Payment Frequency to Monthly before saving the commission plan for the first time, or
If the plan was already saved, manually delete the existing quarterly periods under the Targets/Periods section and then regenerate or create the monthly periods.
In some Odoo versions, this behavior is expected because periods are stored records and are not automatically recalculated when the frequency changes.
If the issue still persists after removing the existing periods, it may also be related to the specific Odoo version or a minor UI limitation, which can be addressed with a small customization or adjustment.

Sounds like a bug. Tried testing this in a v19 SaaS environment and it seemed to work correctly. Try going into Settings->Commissions and turn the check box off. Go to Apps->Sales and click on the 3 dots, then Upgrade. Then go back to Settings->Sales and try turning Commissions back on and try again.
