I will like to be able to attach tasks (you may refer to them as operations) to boms and manufacturing orders but
1. No need of Workcenters
2. No cost/hour, a fixed cost is needed instead
Kindly help point out possibilities, before going for full-blown module development as it seems there is nothing similar in Odoo
One option is to use the Quality app and create Quality Control points. They can be set up to tell whatever you want to be done. Will appear as Quality Checks on the manufacturing order. They have to be confirmed before you can complete the manufacturing.
