I don't want everyone who needs to sign a document to be notified at the same time, I'd like the Customer contacts to be notified first, then the Company contacts.

New with Odoo 16, enable this feature this from the Configuration Menu of the Sign App:
Then, when creating your Signature Request, use the Options tab to specify a Signing Order and modify the Sign Order at the top:
