البرنامج السعودي لتنمية وإعمار اليمن
تأسس البرنامج السعودي لتنمية وإعمار اليمن بناءً على أمر سامي كريم من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود -حفظه الله- في عام 2018م، حيث قامت مجموعة من الكفاءات السعودية المختصة برسم الاستراتيجية التنموية للبرنامج بما يخدم الخطط والاحتياجات التنموية الخاصة بالجمهورية اليمنية الشقيقة، وبما يتواءم مع الأهداف العالمية للتنمية المستدامة، وأخذاً بالتجارب الدولية السابقة في التنمية وإعادة الإعمار.يعمل البرنامج بموجب اتفاقية تنموية شاملة بين حكومتي المملكة العربية السعودية والجمهورية اليمنية الشقيقة، وتتمثل أهدافه في تقديم الدعم الاقتصادي والتنموي المستدام في مختلف المجالات للجمهورية اليمنية الشقيقة، وتنفيذ المشاريع والبرامج التنموية التي تساهم في رفع مستوى الخدمات الأساسية للشعب اليمني الشقيق، وتوفير فرص العمل، والعمل على تطوير البنية التحتية، والمساهمة في بناء قدرات المؤسسات الحكومية اليمنية، ورفع قدرة الجانب اليمني على استيعاب القروض والمنح التنموية، وتطبيق أعلى معايير الحوكمة.
ويعمل البرنامج مع شركاء متنوعين على كافة المستويات المحلية واليمنية والإقليمية والدولية، ويشمل ذلك الجهات اليمنية الحكومية وغير الحكومية، مثل الوزارات والصناديق الخدمية والتنموية والسلطات المحلية في المحافظات، بالإضافة إلى المنظمات والجهات والصناديق التنموية الإقليمية والدولية المختلفة.
كما يعمل البرنامج السعودي لتنمية وإعمار اليمن في مختلف المحافظات اليمنية، وفي سبعة قطاعات تنموية حيوية مختلفة وهي: الصحة، والتعليم، والنقل، والطاقة، والمياه، والزراعة والثروة السمكية، والمؤسسات الحكومية، وينتهج البرنامج أفضل الممارسات والمعايير لتنفيذ المشاريع والبرامج التنموية بجودة وفاعلية عبر مكاتبه المتوزعة في المحافظات اليمنية، والتي تتيح له متابعة أعماله والإشراف عليها بشكل مباشر، والعمل على دراسة الاحتياجات من الميدان، ورفع التقارير الخاصة بسير وإنجاز الأعمال، وتوضيح التحديات، وتعلّم الدروس المستفادة على الأرض، ومعرفة أثر وانعكاسات المشاريع والبرامج والأنشطة والمبادرات على الأشقاء اليمنيين، لإيجاد الابتكارات والحلول الإنمائية الملائمة والمستدامة.
