We are using Odoo 11.0 and for apparently no reason the users who are Purchasers-User can't create Purchase Orders anymore, now only Purchase-Manager can.
Also, we noticed the way we add Received Qty of each item has changed. Before it was just by double clicking the cell and that doesn't work anymore.
No new addons, settings or updates were added (as far as we know)
Did Odoo updated automatically? Maybe someone did something unintentionally?

There could be update on record rule or purchase order in side setting if code does not changed, then user can change take that permission from setting>>security.
Odoo does not change anything automatically, unless if you take the latest pull in code and code has some improvements on that version that might affect. but the sure thing is they don't change the basic record rule which are already works well.
