You need to add customized code in order to achieved that or use third party apps if there's an available in odoo apps.

It is the other way around: You create a purchase order and relate to the project via analytic account.
Project and project task do not have neither product nor qty requested. Which would be the minimum information you need to create.
But: If you have a requirement - from a sales order and a delivery, or any other logistic process related to the project, the replenishment processing can create a purchase requisition.
