I was told that in addition to the ADMIN user, Odoo has a Super User that has no permissions restrictions and is not subject to record rules.

There are several ways:
1. From /web/login you can click the link (after entering your credentials):
2. If you are already logged in, enter Developer mode and use the Debug Menu:
3. If you are already logged in you can navigate to /web/become
Note: This capability is not available to all Users, only those in the Administration / Settings group.
