I have a small CRM database on a local server running openERP 7.0 I would like to use the newer online version of Odoo. How can the data be mograted?

Yes, it is possible for a fee. It requires an upgrade. However your custom modules won't be ported as Odoo Online only allows for certified modules. Contact info@odoo.com.
