PostGres server is down,
In windows, go to services and start Postgres_Sql_Odoo

Before we can answer your question, can you give a little more information about your setup? Are you running Windows or Linux?

The port is at least a weird number, usually it is 8069 (or 8070 if you use openERP V6 and secure settings).

Did you modify some config file for openERP or postgreSQL?
