In Odoo13 > Schedule Activity I do not have the option to select a Due Time. I can only Specify a Due Date. This is not usually enough. Am I missing anything or this is it?

You can buy a ready-made solution:
https://apps.odoo.com/apps/modules/13.0/ba_activity_deadline/
then customize it add selection for due_time.. and make condition for it :D
