How to translate reports by user lang in odoo 13

 Follow Steps below:.

Step 1

 Settings --> Developer Tools --> Activate the developer mode 

Step 2

Settings --> Technical --> Reporting --> Reports 

Step 3 

Make sure you have the languages is activated on your database

Step 4 

Search report you want to translate

Step 5 

By entering the report form go to QWeb views on the top right 

Step 6 

Edit translations 

At last check the reports it will be translated.
